In a large skillet set over medium-high heat, stir the ground turkey until almost cooked through. Mix in the minced garlic, shredded carrots, and ginger and cook for a few more minutes until turkey is browned and carrots have softened, stirring occasionally; drain grease.

While the turkey is cooking, combine the hoisin sauce, rice vinegar, soy sauce, oyster sauce, sweet red chili sauce, and sesame oil in a small bowl. Pour over the cooked turkey mixture in the skillet and stir well to combine. Mix the green onions and diced water chestnuts into the pan. Cook for a couple more minutes, stirring occasionally. Remove the saucepan from the heat and set aside.

Serve turkey mixture scooped into lettuce cups. Sprinkle with extra chopped green onions, and/or drizzle with sriracha, if you like.
